6th International Conference Against Disappearances

UK: The 6th International Conference against Disappearances began on December 10, 2010. Delegates from 23 countries took part in this conference, including relatives of missing persons.

ICAD (International Committee against Disappearances) organised the conference and International Voice for Baloch Missing Persons is also supporting the conference. The three-day conference will end tomorrow, December 12, with a protest rally/march beginning at Marble Arch and ending at 10 Downing Street.

The 6th International Conference against Disappearance 9 - 12 December, London

London: The three-day International Conference against disappearances ended successfully here on Sunday after a long March from Marble Arch to 10 Downing Street the official residence of British Prime minster. The conference was organised by ICAD and supported by International Voice for Baloch Missing Persons and other Organisations. The conference brought together the families and relatives of missing persons from different countries around the world. Delegates from 27 countries including Balochistan participated in the conference and shared their experiences and information about their respected countries - and the occupying states violence against National Liberation Movements.

Emotional moments were seen as the relatives of disappeared persons explained their ordeal and heartbreaking stories. It has been observed that almost all the brutal states and the occupying forces use the same methods of abduction, torture and violence against political and revolutionary activists. The conference emphasised the need of creating an International data base for the enforced disappeared persons around the world which should be easily accessible to the heads of National Organisation that are working against disappearances in their countries. The conference also recommended the creation of an International Solidarity network that should work on emergency bases and report any disappearances that occurs in any country around the world.

Several Human Rights Organisations and activists send their messages of support and congratulations to the ICAD, families of missing persons and other participants of the Conference. A message from Palestinian liberation fighter Leila Khaled was read out by Faiz Baluch which expressed solidarity with families of abducted persons around the world and urged those who enjoy liberty to continue their struggle for peace, justice and freedom. Her message further read that she was willing to attend the conference but the British authorities have refused her visa three times.

On the third day of the conference several resolutions were passed urging occupying states to release all political activists. The conference also recognised the National liberations struggles as the legitimised right of nations under occupation. (The complete resolution will be posted Shorty).

Brother of abducted Faiz Mohammad Marri posed the following questions to those who do not have of their close relatives missing and who are at liberty:

"Before I end speech I would like to pose few questions to those who enjoy liberty: how do you deal with a situation when one of your family members disappears for a year! Maybe for five or ten years?

When the pro-claimed human rights organizations like UN close their eyes and ears to hear or notice your plea? How do you keep your sanity when your brother, father, son or daughter has vanished without a trace for a very long time and what do you do? How do you deal with the excruciating pain and the feeling of not knowing what happened your dearest ones? How do the mothers and the "widowed" women deal with the fading of their fiancés, husbands, sons and relatives for a long period of time by notorious forces? Is there any medicine or mechanism to deal with such an unbearable tragedy?

For those of you who luckily do not have anyone from your family member taken away, just do the following to at least feel a fraction of the pain that the families of the disappeared Baloch and other people fell; stop calling or talking to your loved ones for a year, two years, or five years! You will at least understand a little bit of what I am talking about".

On the third day of conference 12-12-2010 a protest March was organised from Marble Arch to ten Downing Street, British PM official residence. The protest was carrying placards, banners and pictures of abducted person. They also chanted slogans and distributed leaflets for the release of political prisoners and the arrest of perpetrators of such crimes. The protesters also urged the western democracies to stop giving safe sanctuaries to dictators who after committing heinous crimes flee to Western capitals and live with impunity without any fear of being arrested or prosecuted.

Missing prisoners found in spy agencies' custody

ISLAMABAD: Two of the country's top spy agencies have confessed before the apex court that 11 missing prisoners of Adiala Jail were in their custody and were being tried under the Army Act.

A three-member bench of the apex court, headed by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry and comprising Justice Ghulam Rabbani and Justice Khalilur Rehman Ramday heard the case of 11 missing prisoners of Adiala Jail.

During the course of proceedings, Raja Muhammad Irshad, counsel for the federation, the Pakistan Army, Inter-Services Intelligence, Intelligence Bureau, Military Intelligence, told a three-member bench consisting of Chief Justice Iftikhar Muhammad Chaudhry, Justice Ghulam Rabbani and Justice Khalilur Rehman Ramday that the missing prisoners had been in their custody and were arrested during a massive operation launched after the court's direction where more than 20 terrorists were arrested in the operational areas.

He said they were in safe and secure hands and would be charged under the Army Act, adding that their trial would be held in the General Field Court Martial in accordance with law.

Recording his statement on behalf of the respondents, Irshad dispelled the impression that the Pakistan Army and its other institutions were above law and the court. He said such negative impression had been given by certain elements who had been playing in the hands of the people who were out to secure their vested interests.

He said, "I want to record a statement to dispel the impression that the Pakistan Army or any of its organs, is above law and defy the court's orders. They submit themselves before the constitution and hold the apex court in the highest regard."

"They appreciate what the court is doing for the constitutional governance of the country," he added. He said these institutions had been bound to follow the order and judgement of this court.

Giving details of the incident, he said these prisoners, soon after their release from the jail, voluntarily submitted themselves in the custody of people who had disguised themselves as secret agencies' personnel. From there, they were taken to operational areas, as they had close links with a well-knit terrorist organisation and were prepared to cause further damage by launching attacks on the army and sensitive installations, he added.

Masterminds: Irshad said that these people were masterminds of terrorist attacks on Hamza Camp, the GHQ, Kamra, Friday prayers attack and even involved in an attack on a three-star general in Rawalpindi.

To the counsel's objection, the CJP told him that he could contact the authorities concerned as the counsel had assured the court that they would be treated according to law.

Statement: The CJP told Irshad to submit his statement before the court on Friday (today) in a written form, after which the court would pass an order accordingly.

The prisoners who had gone missing from the Adiala Jail after the Lahore High Court (LHC) had ordered their release, included Dr Niaz Ahmed, Mazharul Haq, Shafiqur Rehman, Muhammad Aamir, Abdul Majid, Abdul Basit, Abdul Saboor, Shafique Ahmed, Said Arab, Gul Roze and Tehseenullah.

The prisoners had been acquitted by an anti-terrorism court in April this year in four different cases, including rocket firing on the Pakistan Aeronautical Complex, Kamra, rocket firing on a plane of former president, a suicide attack on the bus of personnel of an intelligence agency in Rawalpindi, and the suicide attack on the main entrance of the military headquarters.

Earlier, on December 7, the secret agencies' officials had met Attorney General Maulvi Anwarul Haq and told him that there was a major breakthrough in the case of the missing prisoners.

After the meeting, the AGP filed an application in the SC seeking early hearing of the missing prisoners' case, already fixed for hearing on December 13, stating that a major development had occurred in the case, thus it needed to be heard urgently. staff report

In a devastating turn of events, Mr. Qambar Chakar has been re-abducted from his house in Shahi Tump, Turbat, Balochistan, on November 26, 2010, along with his cousin, Irshad Nasir (see details below).

Mr. Qambar Chakar, student and activist with the Baloch Students Organisation (Azad), was first abducted on July 10, 2009, in Quetta, Balochistan, but released on April 22, 2010, after a long series of agitations and protests by supporters.

Mr. Qambar Chakar was tortured and suffered greatly while in the custody of paramilitary forces and Pakistani intelligence agencies. Since his release, he had been undergoing treatment with local doctors and hospitals. Prior to his arrest, Qambar Chakar studied at the Balochistan University of Information Technology and Management Sciences in Quetta.

Mr. Irshad Nasir re-abducted

Mr. Irshad Nasir was re-abducted from his house in Shahi Tump, Turbat, Balochistan, on November 26, 2010.

Mr Irshad Nasir had previously been abducted on August 6, 2005, in Kech, Turbat, Balochistan, and released on October 31, 2005. He was a political activist with the Baloch National Movement.

The families of Qambar Chakar and Irshad Nasir request that all human rights organisations and the international community intervene to help save the lives of these young men.

Two more bodies of Baloch abducted activists recovered on second day of Eid: Lala Hameed Baloch also known as Hameed Hayatan Baloch, from Gwadar, and Hamid Ismael Baloch, from Turbat. Also recovered: Asmatullah Sarparah Baloch amd Bashir Lehri Baloch

Report compiled from www.balochwarna.com and bygwaah.com: Two more tortured and bullet-riddled bodies of abducted Baloch were found in the Turbat area of Balochistan on November 18, 2010. The victims have been identified as Lala Hameed Baloch, also known as Hameed Hayatan Baloch of BNM Gwadar, and Hamid Ismael Baloch a resident of Turbat. Lala Hameed Baloch was president of BNM Gwadar zone and a member of the Gwader Press Club. He was abducted on October 25, 2010. According to reports, a letter found in Lala Hameed Baloch's pocket read: "Eid gift for the Baloch Nation". The battered and bullet-riddled bodies of Asmatullah Sarparah Baloch amd Bashir Lehri Baloch were recovered on November 17, 2010 from Mastung. Mr. Sarparah was a student at Balochistan University. He was abducted by the Pakistan army on September 22, 2010. According to eye-witnesses account he was beaten unconscious by army personnel at the time of his arrest. Three friends of Mr. Lehri (Munir Ahmed, Farooq and Safar Nichari) have also been detained by Pakistani officials. Their whereabouts and fate remains unknown.

Abducted: Tariq Taheer

Report compiled from www.bygwaah.com: Tariq Taheer, the son of a Balochi language poet and a social worker from Tanzag, was abducted by Pakistani security agents the night of November 13, 2010, near Gwader at Zero Point while traveling from Karachi to Turbat Tanzag. Tariq had been in Karachi for stomach ulcer treatment. (The author, Archen Baloch, notes that most Baloch travel to Karachi for medical treatment as there are no specialty hospitals in Balochistan. A large number of Baloch have been abducted by Pakistani forces while traveling the Karach to Gwadar road.) Tariq is a government servant in the customs department and a social worker.

Abducted: Naseer Kamalan Baloch

Report compiled from www.bygwaah.com: A senior leader of the BNM (Baloch National Movement), Mr. Naseer Kamalan, was abducted by Pakistani FC while returning from a court hearing. According to eye-witnesses, the FC stopped two vans that were traveling to Pasni, checked the ID cards of all passengers and eventually dragged the Baloch leader out of the van. Other passengers confirmed that the abductors were FC personal in official cars.

Abducted: Faiz Muhammad Marri

Report compiled from balochwarna.com: Karachi: The family of Faiz Muhammad Marri (also known as Shahid) reported his arrest the night of Nov 6 when security forces raided the family residence in the Metrowell area of Karachi. Sindh Ranger Police and other intelligence agency personnel arrived in several dozen vehicles and arrested livestock traders Faiz Muhammad and Khan Muhammad Marri Baloch. Faiz Muhammad, previously missing and released only 20 days ago, is seriously ill from the torture he suffered during his previous incarceration.

The group Anjuman-e-Itehad-e-Marri reports that another Baloch named Shadman Marri was abducted from Uthal, Balochistan, a few days ago, as well as dozens of other Baloch, mostly Marri from the town of Hub, including five Marri Baloch residents visiting from the Thatha region of Sindh.

Abducted: Asim Karim Baloch

The bullet-riddled body of an 18 year old Baloch student was recovered on Sunday evening from the Khanozai area of Pishin, Balochistan. He has been identified as Asim Karim Baloch, a member of the Baloch Students Organization-Azad and a student of Multan Polytechnic College. Asim was strangled. His body bore signs of torture and bullet wounds.

BalochWarna reports that the Asim Karim Baloch, a spokesman of BSO-Azad, was a resident of Besima, Balochistan, and studying in Multan city of Punjab. On October 24, Asim had traveled to Balochistan after learning of the abduction of his elder brother, Tariq Karim Baloch. On October 26, Asim held a press conference at the Quetta Press Club to protest the abduction of his brother Tariq in Karachi. Following the press conference, Asim returned to his home in Besima. On October 30, Asim attended a wedding ceremony. On his way home, Pakistani security forces opened fire. Eyewitnesses report Asim was injured and arrested. He was not heard from again. On November 1, 2010, his dead body was discovered in the Khanozia region of Balochistan.

KARACHI: The family of recently abducted Muhammad Arif on Tuesday urged the Prime Minister, President and Chief Justice to intervene. A large number of ethnic Baloch, including Arif's family and relatives, staged a demonstration in front of the Karachi Press Club and announced that, "Arif was picked up by law enforcers in the midnight hours of Sunday, October 31 from East Garden flat".

Muhammad Arif, son of Noor Muhammad, a 16-grade officer at Gwadar Development Authority, had traveled to Karachi for medical treatment while on official leave.

The family said security agency personnel had not presented warrants to arrest Arif and had dragged him from the house blindfolded and at gunpoint. They threatened and warned the women of Arif's family not to register a complaint with police. Thus far Soldier Bazaar police have refused to lodge a FIR related to Arif's abduction.

Pakistani security agencies do their own 'surge': Balochistan sees great increase in abductions of Baloch by Pakistani security agencies and military since July 2010

Murtaza Baloch of Khuzdar, son of Ghulam Mustafa, was abducted on September 9, 2010, at Mir Chakker Khan Road in Khuzdar. Murtaza is a student, 18 years of age, and is employed by a private company. His brother Yasir Baloch witnessed the abduction. No FIR has been filed.
